La seconde partie constitue one revue approfondie des defis majeurs en matiere de financement et de planification de l'education en Afrique - du Jardin d' enfants a l'universite - dans un certain nombre de pays, ces communications abordent les sources, et mecanismes, de financement de l'education, tes contributions des communautes en tant que-nouveaux acteurs dans le domaine sont mises en exergue. Une nouvelle tendance qui consiste a elaborer des plans de developpement decennal de l'education s'est renforcee dans de nombreux pays. Cette experience est capitalisee et partagee par les auteurs.

This volume highlights the procedings of the two plicy dialogue conferences hold by the working Group on Finance and Education (WGFE) In 2004. Part I of the document discusses the endemic crisis that higher education has been best with since the outset of the post colonial perid in Africa.It highlights has the critical state of higher education system in Burkina Faso, Mali, Nigeria and Senegal by scnitinizing the causes, manifestations and Consequences of the crisis to posit useful recommendations and possible solutions.

Part II is a comprehensive review of the challenges facing the financing and planning of all levels and types of education-from kindergarten to graduate school - in selected African countries. The papers reveal the sources and mechanisms of funding education in Africa, drawing attention to the experiences of communities confronted with new funding sources. A new trend, which consists of designing decade long educational development plans, has emerged and is rapidly expanding in numerous African countries. This experience is examined and shared by the authors.
