This report examines the benefits received by individuals and businesses in New York City after the September 11th terrorist attacks. It characterizes how the response of insurance, tort, government, and charity differed from those in a typical disaster. This characterization is useful in helping to understand how the losses created by the September 11th attacks differed from those in other settings and provides insight into the perceived shortcomings of the pre-existing system for addressing the losses caused by a large terrorist attack.A better understanding of how the compensation system responded in the aftermath of the September 11th attacks will help policymakers and stakeholders develop objectives for compensation after terrorist attacks and understand what types of policies and programs are necessary to achieve the desired outcomes.
