This working paper presents an examination of the medical guidelines that might be used to evaluate the appropriateness of care provided California?s injured workers, based on the following requirements in California Senate Bill 228 (Alarcon), enacted in September 2003:_ The Commission on Health and Safety and Workers? Compensation is to survey for nationally recognized evidence-based utilization guidelines and make recommendations to the Division of Workers? Compensation (DWC); and_ The Administrative Director (AD) of DWC is to adopt by December 1, 2004, a utilization schedule that will set presumptive standards for the duration and scope of medically appropriate care.
