This book provides a comprehensive examination and critique of the WTO's Sanitary and Phytosanitary measures agreement, asking whether it allows an appropriate balance to be struck between health protection and trade liberalization. The book pays particular attention to the Agreement's implementation in cases where there is scientific uncertainty as to the existence or otherwise of a health risk and asks if there is room under the Agreement for countries wishing to pay heed to public sentiment about risk in their regulatory decision-making processes.
