Navigating Regulatory Language: an A to Z Guide draws upon the author's 30 years' experience as a regulatory practitioner; regulatory manager; regulatory executive; regulatory scholar; regulatory consultant; and regulatory coach and mentor.
Working in the regulatory field has enabled the author to both experience and witness the frustrations of regulatory practitioners, managers, executives, and boards. Many of these frustrations are a direct result of the inability to communicate effectively with one another in a regulatory or enforcement context. Therefore, this book is an important addition to a regulator's toolkit.
This book is a repository of information facilitating greater consistency in the use of regulatory language - it does not provide a definitive definition of every regulatory word, term, or concept. This book is designed to clarify or narrow issues so that regulators can communicate more effectively and efficiently - as in some instances, simply clarifying or narrowing an issue may be all that is required to enable a more contextualised conversation to take place.
The primary focus, aim, and intent of this book is that it be a resource for collating, clarifying, and creating information - that advances regulatory practice, regulatory delivery, and improves regulatory outcomes.
Industry Reviews
My colleagues and I frequently liaise with people from diverse backgrounds and professions when conducting enforcement and prosecution work. Clarity and precision of language is important and a common understanding of regulatory language and principles. This book will be invaluable for assisting with cross-disciplinary discussions.
Anne Brosnan, Chief Prosecutor, Legal Services, Environment Agency, England
There is no common doctrine, language, or reference point for regulatory professionals. It is critical that all regulatory, enforcement, and policing professionals have a shared language, this book is to regulatory professionals what Gray's Anatomy is to health professionals, or Blackstone's manuals are to the UK policing profession. I expect over time it will colloquially be known and referred to as 'Pink's Guide'.
Karen Dahlstrom, Director, Education Design, Australian Institute of Police Management, Australia
Misunderstandings arising from different interpretations can compromise regulatory effort and negatively impact on achievement of regulatory outcomes. A common professional regulatory language advances regulatory culture and instils a sense of belonging to the regulatory profession.
Keith Manch, Chief Executive Officer, Civil Aviation Authority, New Zealand
I have worked for and led regulatory 'start-ups' and new agencies formed from the merger of several previously independent regulators. If we had a book like this available to us, we could have been talking the same language from the start saving a lot of effort aligning regulatory cultures.
Rose Webb, Chair, Australian and New Zealand School of Government (ANZSOG) National Regulators Community of Practice (NRCoP)
