Studies reveal that most of the African cities have a large population of low income households who largely depend on Non-Motorised Transport (NMT), in particular walking. For example in the city of Nairobi, 47 per cent of all trips are by walking, 42 per cent by public transport and 7 per cent by car. In other cities, walking accounts for up to 70 per cent of all journeys. Yet, in spite of the predominance of walking as a mode, cities are still reluctant to treat NMT as travel modes in their own right, and to formulate policies and plan for them. Furthermore, while there has been publications examining pedestrian and bike use in developed cities, the current literature does not adequately cover African cities. This book uses a political economy framework, informed by socio-political and institutional processes, to examine non-motorized transport behaviour, infrastructure provision and service delivery development in the African urban transport context. The book challenges the conventional focus on transport network analysis and motor-vehicle dominated infrastructure decision-making and delivery in urban Africa. It argues that the consideration of people, walking, cycling and pushing carts within the urban living spaces are an essential requirement for urban transport planning and governance in the African context. Bringing together in-depth empirical analyses of Cape Town, Dar es Salaam and Nairobi, the volume examines non-motorized travel behaviour, planning and institutional framework governing the provision of non-motorized infrastructure, safety and security of pedestrians and cyclists, as well as reasons why NMT is underestimated and overlooked. It concludes by putting forward practical planning recommendations for future best practice and policy making.
